How can I disable Free Copilot for users without a 365 license?

I'm trying to limit access to Free Copilot for users in my company who don't have a Microsoft 365 license. I've managed to restrict it in Teams via the admin center, but it seems that users can still access it through other applications like the chat app, Edge, Outlook, and Office. I want to make sure that only licensed users have access to Copilot, as all other AI tools are already blocked for everyone else. Any suggestions on how to tackle this?

Try going to the M365 admin center, then Settings, and look for Integrated Apps. From there, you can search for Copilot and block it. But be aware that this sometimes doesn't completely stop users without licenses from accessing it, which can be frustrating.

That sounds like what I tried too, but it seems like it only worked for test users in my case. Other unlicensed users were still able to use Copilot, so I’m wondering if there’s a workaround.

You could manage this using Group Policy Objects (GPO) or Intune, but it's not going to be effective unless you also block access at the web level. If users can still reach copilot.microsoft.com, they might bypass your restrictions.
