My dad became seriously ill and is currently unable to tell me the passcode for his iPhone. I do have his Apple Account login written down, but two-factor authentication sends the verification code to the locked phone. The device contains irreplaceable family photos, and I'm trying to find out whether they might be available through an iCloud backup or another official recovery option without losing the data stored on the phone.

Check whether he set up an account recovery contact, legacy contact, another trusted Apple device, or a trusted phone number. If the photos were syncing to iCloud Photos or included in an iCloud backup, they may be recoverable after you regain access to the account. A death certificate or other legal documentation may help with account access, but it usually won’t bypass the device passcode or decrypt local data.
I’m so sorry you’re dealing with this. Apple’s security is designed so that the phone’s contents can’t be accessed without the passcode. Don’t erase the phone unless you’ve confirmed there’s a backup, because resetting it permanently removes data that exists only on the device. If the phone is still unlocked, avoid restarting it and check for another trusted device, a computer backup, or photos already synced elsewhere. Apple Support told me that, since I have his account details, I may be able to erase and restore the phone from its latest backup. The phone showed that a recent backup existed, so I’m hoping the photos were included. I’m going to confirm exactly what will be restored before proceeding.
