First confirm that it’s your grandmother’s Apple Account being disabled. Since the iPad was erased while still linked to her account, she’ll need to recover that account and complete the verification herself. Don’t keep guessing passwords, because that can cause additional lockouts. If account recovery doesn’t work, contact Apple Support and be prepared to provide proof of purchase or ownership.
A computer can restore the iPad and remove the device passcode, but it won’t bypass Activation Lock or an Apple Account lock. Restoring it again only helps if the problem is the device passcode; the original owner still has to sign in or remove the iPad from her account after recovering access.
