I have some old HEIC photos stored on a USB drive, and I'm facing challenges trying to upload them to iCloud. I don't have a personal computer that works, and I plan to use a work PC to drag and drop these files into iCloud through the browser. However, while this method worked for other file types, iCloud isn't accepting the HEIC files. Since this is not my personal device, I can't permanently save files or install any applications. What's the best way to get my HEIC photos into iCloud?

You could try using a file conversion site like Zamzar.com to convert the HEIC files into a different format that iCloud accepts. This might solve your issue without needing extra software.
If you have an iPhone, a straightforward way to get those files into your iCloud is by copying them directly from the USB onto your phone. If your iPhone uses USB-C, just plug it in, open the Files app, and save them to your device from there!
If you have an iPhone 15 or a newer model, you can use a USB to lightning adapter, or USB-C adapter, to connect the USB drive directly to your phone. After that, you'll be able to access the files in the Files app and upload them to iCloud Drive or iCloud Photos easily!
Is iCloud refusing to import any of the HEIC files, or just some of them? You might want to check the size of the files as well. Can you open them locally on the work PC? That could give you more clues.
