I've heard that 6000MHz CL30 RAM is the optimal choice for the 7800X3D, but the only RAM I can find locally is CL36. I'm curious about how much performance I'm potentially losing with CL36 instead of CL30 — is it a significant difference?

I've also had trouble with boot times on AM5 systems when enabling Expo. Stick with the RAM you can find; there's no need to stress over minor differences in timing.
It makes little to no difference for everyday use. In practice, if you’re not doing heavy benchmarks or specific tasks, you likely won't notice any performance difference at all! Just go with what you can afford.
What really matters is the 6000MHz speed. The reason folks recommend CL30 is that it gave a slight edge in performance, but these days with prices being crazy, CL36 is fine. It’s not a huge deal!
Honestly, you won't miss out on much at all. The difference between CL30 and CL36 is minimal, around 1% performance impact, if that. Don't sweat it!
