Need Help with iPhone Repair and Replacement Issues

I bought an iPhone 17 Pro last November, and now I'm facing a nightmare with its functionality. About three weeks ago, the Bluetooth suddenly stopped working, then my hotspot, and finally, it wouldn't charge at all. I tried every troubleshooting method I could think of and eventually took it to an Apple store. They found that the Bluetooth and Wi-Fi components had failed and needed replacement. Unfortunately, they didn't have the parts in stock and said it would take 2-5 business days. As a first responder, I really rely on my phone, so I was offered a loaner device, which sounded great until they realized they didn't have any available. The staff suggested I buy a wireless charger to deal with the non-charging issue, which seemed ridiculous. After talking to a manager, they mentioned they couldn't just replace the phone because repairing options were available. Meanwhile, my phone keeps freezing, and I ended up getting a new line and phone from AT&T that I can return within 14 days. Now I'm anxious as the repair status hasn't changed, and they keep saying the part will ship soon, with no updates. I need to return the new device shortly, but Apple won't budge on offering me a loaner or a replacement due to their repair policy. What can I do to convince Apple to give me a loaner or replace my phone?
