I'm in the Philippines and found a used RTX 3070 for around ₱15,000 (about $250). My current system uses a Ryzen 5 3400G and an older A320M motherboard. The 3400G would bottleneck the 3070 in some games, and I may eventually need a newer CPU and possibly a motherboard upgrade. Would the 3070 still provide a worthwhile improvement over the Vega graphics, or should I wait until I can afford the CPU and motherboard as well?

The RTX 3070 would still be a huge upgrade over the 3400G’s integrated Vega graphics, even if the CPU prevents it from reaching full performance in some games. If the card is in good condition and the price is fair, you can buy it now and upgrade the processor later.
Before buying, check whether your A320 board has a BIOS update supporting newer Ryzen chips. Depending on the exact board and its power delivery, a Ryzen 5 5500 or 5600 might be a more practical upgrade than replacing the entire platform immediately.
Also verify that your power supply is adequate for an RTX 3070. The card can use significantly more power than your current integrated graphics setup, so the PSU’s wattage, quality, and required PCIe power connectors matter just as much as the CPU.
A cheap used Ryzen 5 3600 could be a good temporary CPU upgrade. It should work with similar cooling and motherboard power requirements, while offering noticeably better performance than the 3400G. Then you could save for a stronger platform upgrade later.
That makes sense if a used 3600 is affordable locally. It would not eliminate every bottleneck, but it could make many games much more playable while keeping the upgrade cost low.
