I received my RAM today, and although the delivery package was sealed, the actual RAM box was open and the packaging seemed off. Given how much RAM costs these days, I'm worried about potential issues if it's been tampered with. Should I go ahead and return it?

How much did you pay for that RAM? Sometimes, if it was a used unit sold as new, they should at least give you options for a refund or replacement.
Definitely contact customer support. If they sent you a used product, they might either replace it or offer you some compensation. I managed to get a partial refund once for a similar issue, so it’s worth a shot!
Make sure the store has a return policy that allows for replacements. If they can't replace it, pushing for a refund could be a good option, but it might leave you worse off depending on pricing.
Did you buy it as brand new or was it an open box deal? If it was supposed to be new and came like this, you might have a strong case for a return.
It definitely looks like the RAM might have been used, especially if the contact points appear to be dirty. I’d suggest returning it for a replacement just to be safe.
