I'm looking for recommendations on open-source software that allows users to submit IT tickets through email, while the IT department can manage these tickets within the system. Any suggestions would be greatly appreciated!

osTicket is pretty straightforward and serves its purpose well. I've used it for years and have managed over 50,000 tickets without issues.

I recommend GLPI. We've been using it for asset management alongside ticketing, and it has worked really well for us.

Have you tried OTRS? It's easy to configure it to accept tickets via email. Just a heads up, it's a bit clunkier compared to something like Zendesk.
