That second switch is likely for a fan mode, like "Zero RPM" or "Eco Mode". With your high-end supply, it'll keep the fan off when you're just doing light tasks to reduce noise.
That extra switch is just a power switch for the power supply. It’s best to keep it in the 'on' position while you’re using the computer.
Honestly, just plug it in and give it a go. If it doesn’t turn on, toggle that switch and try again. It won’t damage anything.
The power supply switch can remain on all the time. Just remember to turn it off when you're plugging or unplugging the power cable from the wall.
