What’s the Easiest Way to Create a Mobile Reference Library for an ER?

I work in an emergency department in an educational role, and we create a lot of reference materials for staff to use while learning or working. Most of these resources are currently printed, which can be expensive, wasteful, and difficult to keep updated.

I'd like to create something employees can access from their phones, with fairly basic functionality—ideally a searchable or organized directory of PDF documents. I don't have programming experience, so I'm wondering whether there's a visual or no-code tool that could create a simple app like this.

I'm also open to simpler alternatives, such as a website, shared document library, or another system that would let employees view the materials without accidentally editing them and would make updates available automatically. What approach would you recommend?

Before building an app, I’d look for an existing document-sharing solution. A carefully organized cloud drive, internal website, or document portal may handle this perfectly well. You can usually set staff permissions to view or download files without allowing them to edit anything, and replacing a PDF in one central location means everyone sees the current version.

That makes sense. My main concern was preventing edits while still making the documents easy for staff to access, but read-only permissions should address that.

You could also combine the materials into a single digital handbook or e-book-style PDF, especially if the documents are closely related. However, a central online library is probably better for maintenance: you can update individual files without requiring everyone to download the entire collection again.

A single PDF might work, but keeping the version current on everyone’s phones is what worries me. A centrally hosted library may be a better fit for that reason.
