I'm using the iOS 27 public beta and recently subscribed to iCloud storage so I could create a full device backup. The backup appeared to upload successfully, but after resetting my phone, the setup process keeps showing "Unable to Load iCloud Backup" whenever I try to restore it. I've attempted the restore around 25–30 times with no change. My data is still in iCloud, and Apple Support opened a case for me, but there has been no progress after two weeks. I reset the phone while completing a battery replacement because certain repair steps weren't available while running the beta. Has anyone dealt with this or found a way to restore the backup?

The important detail is which exact iOS build created the backup and which build the phone is running now. Even small beta-build differences can sometimes cause restore problems. Make sure the phone is updated to the latest available beta, then erase it through Settings rather than relying only on the setup reset flow and try again. Avoid downgrading until the backup issue is resolved, since an older release may not accept a beta backup.
A backup made while running a beta generally requires the device being restored to use that same beta—or a newer compatible version. If the phone is actually on iOS 27 beta already, the issue may be a failed or incomplete backup rather than simply the software version. You could try setting the phone up as new, confirming it is fully updated to the same beta build, then erasing it again from Settings before attempting the restore.
Data that was individually synced with iCloud—such as contacts, photos, notes, and calendars—should still become available after setting up the phone as new and signing in. That is separate from restoring the complete device backup. If the backup itself won’t load, check whether another compatible device or the same beta build can see it, and keep Apple Support’s case open since they may need to investigate the backup on their end.
I’m already using the iOS 27 beta, but the restore still fails during setup. Waiting for the stable release would be difficult, so I’m hoping there’s another way to recover the backup.
