In Google Messages, RCS chats normally show two circles when a message is delivered, and the circles fill in when the recipient reads it. With one particular contact, the message is delivered but the circles never change after they open it, while read receipts work normally with everyone else. They use an Android phone, and I haven't changed anything in my own settings. Could they have disabled read receipts, or is there another setting causing this?

To check your own settings in Google Messages, tap your profile icon, open “Messages settings,” and look for the RCS or chat settings section. Make sure read receipts are enabled there, although changing your setting won’t override the other person’s choice.
They probably turned off read receipts in their messaging settings. That setting is controlled on the other person’s device, so you can’t make the read indicator appear from your side. Different messaging apps or incomplete RCS support can also prevent read receipts from showing.
Even on Android, they might be using a different texting app, such as Samsung Messages, or their RCS connection may not be fully active. Those situations can allow messages to send without showing read confirmations.
