I've been having issues with my Windows 11 PC where File Explorer isn't responding. It all started after I turned off Windows Defender temporarily to install an app. I suspect I got a virus from a website that keeps redirecting me to another site. Now, my browser launches every time I start the computer, and no matter how many scans I run, they come back negative. It feels like my PC is lagging and I can't open anything. Does anyone have any advice on how to fix this?

It sounds like your PC might be infected with a browser hijacker. The site you mentioned is indeed known for that. To troubleshoot, try booting your system into safe mode. You can do this by pressing Win + R, typing "msconfig", and checking the Safe boot option under the Boot tab.
