My Windows 11 PC has developed several strange input problems. It started repeatedly typing the letter C by itself, sometimes forcing me to restart every few minutes. The keyboard layout also seems to change unpredictably: Windows and Alt occasionally swap functions, Escape can open the Start menu, and pressing the Windows key may open Copilot.
Some letters do not type normally and instead insert spaces or select text. In a browser, pressing H opens browsing history, which makes me wonder whether Ctrl is being triggered continuously. Scrolling with the mouse also zooms in and out instead of scrolling normally.
I have tried multiple keyboards, reset the PC, and run malware scans without finding anything. Since the problems continue across several keyboards and after resetting Windows, what should I check next?

A clean Windows installation may be worth trying, but it is different from using the normal “Reset this PC” option. Create a backup first, then reinstall Windows from installation media and delete the existing system partitions during setup. If the problems still happen after a genuinely clean install, the cause is more likely hardware or another connected device—such as a faulty USB port, mouse, controller, macro pad, or other input device—rather than the keyboard itself.
Is that different from resetting the PC? I may have tried reinstalling Windows before, but I’m not completely sure.
