I've got a DELL OPTIPLEX 3020 with an Intel Core i5-4590 CPU running at 3.30 GHz and 8GB of RAM. Would it be possible to turn it into a gaming PC just by adding or changing the GPU? I want to know what limitations I might face, especially regarding the PSU and any other potential issues.

You can definitely try! Just keep in mind that your GPU options will be limited since the power supply might not support high-end cards. Plus, that CPU is kinda old and won't handle modern games very well—you're looking at having a rough time with anything too demanding. But if you're okay with light gaming, it could work!
