Why is my CPU running below its base speed of 3.1GHz?

I recently got a Lenovo LOQ with an AMD Ryzen 7 7435 HS and RTX 4060. While I expected the CPU to reach a base speed of 3.1 GHz, it's only hitting around 2 GHz, and I've seen it max out at 2.67 GHz. This is a brand new laptop, and I ran a Cinebench multi-core test that started at 12k but dropped to 6.5k. For context, other reviews show it getting around 14k. Can anyone help me understand why this is happening?

It sounds like your power settings in the BIOS might be limiting your CPU speed. Check if you're using a performance power profile in the BIOS settings. Sometimes, default settings might not use the full potential of your CPU. If you need help navigating the BIOS, just ask!
