Is My PC Ready for an Upgrade to a 5070 Graphics Card?

I currently have a 2070 Super and a friend is offering me a 5070 at a great price. I'm curious if my existing PC setup can handle this upgrade or if I need to make other changes as well. Since I'm on a tight budget, I'd like to keep additional upgrades to a minimum. Here are my specs:
- Motherboard: ASUS TUF GAMING B460-PLUS
- CPU: Intel i7 10700 (10th Gen)
- CPU Cooler: RGB 240mm CPU Cooler
- RAM: TEAMGROUP DELTA RGB, 16GB (2x8GB, 3000MHz)
- Power Supply: SEASONIC 650 Watt 80+ Gold ASUS TUF Edition

You might need a stronger PSU because running at 85-90% duty cycle isn't ideal. Also, consider your case clearance; the 5070 is a large GPU! I've got a spacious case and still had some issues fitting the MSI Gaming Trio version. After any necessary upgrades, your motherboard or CPU might be the last bottlenecks to think about.
