I checked all my accounts, and while they don't have phone numbers listed in the account information, my phone number is still marked as trusted on each account. I'm confused because it seems like I can't create a new one due to this phone number requirement. Is this a new restriction that's been implemented in the past few years? I haven't created a new Apple ID in a long time, so I might be missing something. What am I doing wrong?

Since your existing accounts don’t have phone numbers listed, that’s likely causing the issue. You might want to try adding your phone number to one of your existing IDs or use a new number if you can. It’s definitely more stringent than it was a few years back!
I ran into the same issue a while ago! I think Apple is trying to improve account security hence the phone number requirement for creating new IDs. Have you checked your settings to add a number to any of your existing accounts? Once you do, you should be able to create more accounts.
