I'm in the process of buying a new PC and I have a choice between two RAM options: 2x8GB DDR4 3200MHz CL22 for $30 or CL16 for $50 (plus $10 shipping, making it $60 total). Since I don't live in the USA, I'm not looking for alternative deals, just trying to find out if the difference in latency is worth the extra cash. Should I go for the CL22 or invest in the CL16?

Honestly, for an extra $20, I wouldn't bother. The CL22 is perfectly fine for most uses, and you're looking at a 50% price increase for what might not be noticeable in performance.
I think you could tune the CL22 RAM to perform almost as well as the CL16. If you're comfortable with tweaking settings, save the cash and go with the CL22!
For the best performance without breaking the bank, I'd suggest sticking with CL22 and try tightening the timings. It could give you the benefits of both.
If you're going with an AMD system, the lower latency CL16 might help improve gaming performance, especially in more demanding scenarios. It's definitely worth considering if you plan on gaming a lot.
