I recently got a new PC, but I'm having trouble running games because my CPU and GPU utilization are extremely low. Can anyone suggest how I can improve their performance?

It’s important to gather more details. Screenshots of your performance during gameplay or benchmarks would be helpful. Just to clarify, having 0% GPU usage while idle isn't unusual, but that should spike during gameplay. Also, a CPU at 1% doesn't sound right for a functioning system.
It sounds like your GPU is showing 0% usage because it might not be engaged. Can you share your system specs and let us know what symptoms you're seeing? Maybe a picture of the back of your PC could help too, just to ensure everything's plugged in correctly.

Make sure your display cable is connected to the GPU, not the motherboard. Sometimes, a monitor gets plugged into the wrong port, which can lead to low usage of the graphics card. Just check to confirm that everything is correctly connected!

What exactly are you doing when you're checking utilization? Are you sitting at the home screen or actually running a game? If the PC is idle, low usage is expected, but that shouldn't be the case while gaming.
