My Windows PC Won’t Boot After a Sims 4 Mod, Help!

I tried to modify my Sims 4 game to unlock all expansions for free, following some tutorials online that seemed legit. It worked for about 20 minutes, but then the game crashed and my entire PC froze. I turned it off and on, but now it won't boot into Windows. I just see the manufacturer's logo and a loading icon that hangs indefinitely. Is this malware or something else? What should I do to fix it?
