I'm having a weird issue on my Windows 11 PC where a strange, annoying voice appears out of nowhere. It doesn't show up in the Process Monitor or system logs, and I've tried closing all applications but it keeps happening. I even uploaded a 3-second audio clip, which you can listen to at this link, but I can't decipher what it's saying. This random voice appears every 20 to 40 minutes and is linked to 'System Sounds' in the audio mixer. I recorded the sound while watching Netflix, which is why there's some background noise. I'm really hoping I won't have to format my PC again! Can anyone help me figure out what this voice might be?

Hey! You might want to check your sound settings. Go to System > Sound > More sound settings, and then on the Sounds tab, look for every event that makes a sound. Test each of them to see if you recognize the voice, like if it's something weird you might have installed or a prank app. Let me know what you find!

I checked, and the audio pops up even when I'm not doing anything on my PC. Looks like the formatting may be my only option.
