I've got a powerful gaming rig with a Ryzen 7 7800x3d, RTX 4080 Super, 64GB DDR5 RAM, a 2TB SSD, and a 1000 watt power supply, along with a 360mm AIO cooler. Despite all this, it's running slower than my old PC, which had just an i5 and a 1060. I'm really confused about what's going wrong. Can anyone help me figure this out?

Just a heads up that using a riser cable for your GPU can sometimes cause issues with performance. If you haven’t already, try reseating the GPU directly into the motherboard. Plus, check your RAM placement; if it's not in the correct slots, that could be causing the slowdown.
It sounds like a frustrating situation! First, make sure you’ve enabled XMP for your RAM, as that can impact performance. Also, confirm that your monitor is plugged into the GPU and not the motherboard, and check if the RAM is installed in the correct slots. Your GPU should ideally go in the top PCIe slot. Have you also turned on Resizable BAR in your BIOS? It’s worth checking for all driver updates too.
