I've also tried some command prompts, but I don't have a system restore point. Additionally, I can't uninstall the latest Windows update.

Did this issue occur right after a Windows update or when you installed new software or drivers? That might be a clue to the problem.

No, it happened while I was just playing games. I restarted the PC to take a break, and when I got back, this was the screen. The last driver I installed was OpenTabletDriver about a month ago.
