PC Won’t Boot After Restart, Stuck on Recovery Screen

I restarted my PC because it was lagging, and now I'm stuck on a screen that says, "Couldn't connect to the network, leave your device on and we'll look for solutions again in: 30 minutes. Click (or press enter) for more recovery options. Log file: C:WINDOWSSystem32Logfilessrtsrttrail.txt." I can't reset the PC or enter safe mode because the restart failed. I've also tried some command prompts, but I don't have a system restore point. Additionally, I can't uninstall the latest Windows update.

Did this issue occur right after a Windows update or when you installed new software or drivers? That might be a clue to the problem.

No, it happened while I was just playing games. I restarted the PC to take a break, and when I got back, this was the screen. The last driver I installed was OpenTabletDriver about a month ago.
