I'm on the hunt for a motherboard that features at least two PCIe 4.0 x16 slots capable of running at x8, along with a PCIe 2.0 x4 slot. I'm having a tough time finding one that meets these criteria, as many options only offer a PCIe 2.0 x1 instead of x4. The only reasonably priced option I found so far is the ASUS Pro WS W680 ACE. Ideally, I'd like to go for an AMD setup, but I'm open to Intel if necessary. I also prefer a micro-ATX form factor, although it's not essential. Additionally, it would be great to have two M.2 slots, but I can work with one.

I'm curious, why do you need two graphics cards? Dual GPU setups are pretty much outdated for most use cases these days.
Asus offers AM5 ProArt motherboards that meet your requirements, but I doubt there are any mATX motherboards that support a true x8/x8 configuration.
My AM5 board, the Gigabyte B850 AI TOP, has the setup you're looking for. Just double-check if the third PCIe runs at x4 speed, though, because in the docs it says it might be x2.
X570S motherboards should fit the bill. The Aorus Master definitely supports your needs. You might also want to check out the ROG Crosshair VII Dark Hero; it seems like it could work too once you dig into the documentation.
