I'm debating whether to fully upgrade to an AM5 setup with a 9800X3D or stick with my Ryzen 3700X and save over $700. My current monitors only support 4K at 60Hz, so I don't need super high frame rates, but I want to enjoy new games at high settings for a reasonable time. Would my 3700X handle that with a 5070 graphic card?

I'd suggest waiting for RAM prices to drop before upgrading your platform. Your current setup might bottleneck a little, but not drastically.
You could also consider the 5600X, it's quite affordable and would give you a solid upgrade without spending too much.
If you're looking at the 5070, you might be okay with the 3700X, but it depends on the specific games and settings you'll be playing.
Have you thought about going for a 5700X3D or 5800X3D instead? It could be a good middle ground without breaking the bank.
Used prices for those are pretty steep still, though.
