Why is my CPU speed capped at 56%?

I've been experiencing an issue where my CPU speed maxes out at 56%. I checked the Device Manager, and it shows that my CPU is allowed to use 100%. However, upon further investigation with the Resource Monitor, I noticed a blue line indicating something unusual.
