What’s the best FOSS PDF editor for signing, merging, and rearranging PDFs?

I'm on the hunt for a solid free and open-source PDF editor that allows me to sign, merge, and rearrange PDF files. I've mostly been using iLovePDF.com, but I'm not comfortable trusting sensitive information to an online service. That's why I'm looking for a local FOSS solution. I also need features like redacting, watermarking, encryption, and conversion, but signing, merging, and rearranging are my top priorities. Any suggestions? Thanks in advance!

I run SterlingPDF in a Docker container. It's a good option if you don't mind using Docker. Check it out at their website for features and downloads.

What are the benefits of running it in a container? Why not just package it the regular way?

I use PDF24, but I'm not sure if they have a version for Linux. You might want to double-check their website for updates on compatibility!

I looked it up and it says on their site that "Linux and MAC are not currently supported." So unfortunately, it might not work for you.

I have to stick with Windows 11 just for PDF24 and MS Office, which is a bummer.
