Why is My GPU Usage So Low While Gaming?

I'm experiencing some frustrating issues with my HP Victus laptop, which has an Intel i5 13420H processor, an RTX 4050 GPU, and 16 GB of RAM. While playing EA FC 25, I'm getting significant FPS spikes and lag. I've noticed that my GPU usage drops to around 14% even when I'm trying to game. I've attached some screenshots from Task Manager for reference. Can anyone help me figure out what's going wrong?

First, check if your HDMI cable is plugged into the GPU instead of the CPU. This might sound odd, but sometimes laptops can mislabel output sources. If you’re using built-in graphics, it can throttle your GPU performance.

I don't understand what you mean by HDMI cable; I'm on a laptop that doesn't use a separate one.
