I'm curious if this would give me the best value for a budget-friendly setup. I don't need a machine that runs the latest games at super high frame rates—just something that can handle games like GTA V Enhanced, Minecraft, multiple racing games, and the F1 Series with decent performance (around 60-100 FPS). Also, if I decide to go with this PC, would upgrading to a GTX 1660 Super help boost performance even more?

That 4th gen Intel CPU might struggle a bit with demanding games, but it could manage what you're looking for, though it's not ideal. Keep your expectations in check for that setup since newer games could push it hard.
If you're new to PC building, I'd recommend looking for a used setup with an AM4 AMD processor (like Ryzen 1000 to 5000 series). They have better upgrade paths and performance for that price range. What's your exact budget going in?
