Have you tried removing the vertical mount and plugging the RTX 5070 directly into the PCIe slot? If you still face issues, test the motherboard with your old GTX 1080. If the instability persists, there might be a problem with the PCIe slot itself. If the 5070 works fine directly in the slot, then the riser could be the culprit.
It sounds like your RTX 5070 might be set to run PCIe 4.0, but your CPU only supports 3.0. Try manually setting the PCIe slot configuration to Gen 3, instead of leaving it on auto. That could help stabilize things for you!
