I'm looking to enhance my gaming experience to 1440p with high to ultra settings but currently have a GTX 1660, which isn't cutting it. I'm worried that my CPU and power supply might hold back the performance of a new 9070 XT. What are your thoughts? Here's my current build:

I had similar concerns and upgraded from a Ryzen 3600 to a 5700X and swapped my 600W PSU for a 1000W one before adding the 9070 XT. It's working great for me! Just to give you an idea, under full load, my setup pulls around 122W for the CPU alone.
While your system is technically compatible with the 9070 XT, your CPU will likely bottleneck its performance. If you can, get the GPU now, but plan to upgrade the CPU later. A used 5700X or 5800X could be a viable budget-friendly option.
Your PSU isn't enough to support the 9070 XT even with undervolting, and the CPU will limit your performance, especially in CPU-intensive games—even at 1440p. I advise upgrading to a 750W PSU and consider improving your CPU to a 5700X or 5800X.
You might want to consider upgrading your CPU to either a Ryzen 5 5600X or a Ryzen 7 5800X. If the prices aren't too steep, going for a 5700X3D could be worth it, although it might be pricier. Also, definitely replace that 600W PSU with at least a 750W unit that has a good rating. Your current setup will struggle with that GPU otherwise.
