I'm currently building a PC with an AMD Ryzen 5 7600X3D processor, an MSI PRO B650M-P motherboard, TEAMGROUP T-Force Delta RGB 16 GB RAM, a PowerColor Reaper Radeon RX 9070 XT graphics card, a Lian Li Lancool 207 case, and an MSI MAG A850GL power supply. The only thing I need now is a CPU cooler and I'm torn between two options: the Thermalright BA120 ARGB CPU Air Cooler for 20 euros and the TR Phantom Spirit 120 Air Cooler for 40 euros. What do you all think? Also, how does my overall setup look? Any feedback would be appreciated!

Just a heads up, the Phantom Spirit is like an updated version of the Peerless Assassin. It's definitely worth checking out if you're looking for good cooling performance!
I'd recommend going with the Phantom Spirit. It's a fantastic value and the dual tower design really helps with temperatures, making it a solid choice for cooling your CPU. Your build sounds great overall, too!
Have you considered the Thermalright PA120 instead? It's a good cooler and sometimes the Phantom Spirit can be found at the same price or even less, so you might want to compare them further!

But wouldn't that cooler take up space and block RAM slots?
