Looking to Upgrade an Old PC for Windows 11 Compatibility

I'm helping a friend upgrade their old PC so it can run Windows 11. They already have a decent case, an SSD, and a power supply, so I just need to find a new CPU, possibly a GPU, a motherboard, and some RAM. The PC will mainly be used for basic office tasks and some light photo and video editing. I noticed that the Ryzen 3 3200G from 2019 seems to be one of the best choices with an integrated GPU. However, I'm wondering if that's the best option or if there are newer, better alternatives available in the EU market.

What's your budget for this upgrade? Also, what motherboard and RAM do you have currently? Many modern CPUs do come with integrated graphics—you just need to avoid the 'F' models from Intel, which lack an iGPU. If your friend plans to do photo and video editing, I'd recommend looking for something a bit more powerful than a 7-year-old CPU, but you might need to switch the motherboard too.

Budget isn't fixed, but they want to keep it under €400 for everything. They currently have a GIGABYTE H61M-DS2 motherboard, an Intel Core i3-3240 CPU, and 2x2 GB DDR3 RAM, so it’s pretty dated. Casual editing won’t demand much power, but I see your point about needing something decent.
