I have a mini USB to USB cable with 'Garmin' written on it, and I'm curious if it's just for charging or if it can also transfer data. Is there a way to check?

Check the USB-A connector: if it only has two pins inside, it's likely just for charging and not capable of data transfer.
The simplest way to find out is to just try using it. Plug it in and see if your device recognizes it for data transfer.
I don't have a device with a mini USB port to test it out!
