I recently got my Lenovo ThinkPad T480s back after it was stolen. It originally came with Windows 11 Pro, but now it's running Windows 10, and I have no idea why. The thief wiped everything, and I can't use my face ID or fingerprint features anymore. Plus, this Windows 10 setup is super laggy. I just want to upgrade back to Windows 11. Can anyone help me with this?

From what you’ve described, they modified it quite a bit. Since Windows Hello features don’t work now, you'll need to reinstall Windows 11. You can manually create a USB boot disk using the Media Creation Tool. I’d recommend that to ensure nothing leftover from them stays on your laptop. Don't rush though, take the time to do it right!
It sounds like when they sold it, the thief wiped out Windows 11 and installed Windows 10 instead. Unfortunately, your data is gone. You should be able to download the Windows 11 Media Creation Tool to create a USB drive that will let you reinstall Windows 11 fresh. That way, you get a clean start!
Can I skip the USB part and just install Windows 11 directly onto the PC?
