How Can I Fix My PC That’s Stuck in a Repair Loop After a Disk Issue?

I think I might have messed up my computer by overfilling my C drive with PlayStation 2 ROMs. I transferred about 13 of them to my D drive at the same time. After starting the transfer, I stepped away for a bit, and when I returned, my monitor was black even though the PC was still on. I ended up forcing a shutdown by holding the power button. Now, my PC keeps trying to repair itself but fails, and I can only access the BIOS. I'm not really sure what to do next and I'm worried about making things worse. I've tried running the command prompt with chkdsk c: /f, but it reported no issues. I also attempted a System Restore, but it failed due to running out of disk space during the process. I read that reinstalling Windows from a flash drive might be my next step, but I don't have one right now. I'm hoping for some guidance that doesn't involve wiping everything clean or losing my data.

What kind of drive do you have? Is it an HDD or SSD? Knowing this could help assess the situation better.

I'm not really sure. Both C and D drives are internal, but I don't have any externals.

You might want to try freeing up space first. You can delete or move files from temporary folders. Check these paths: C:WindowsTemp, C:UsersAppDataLocalTemp, and C:UsersAppDataRoamingTemp. Just type these paths into the command prompt, and it should help clear some space.
