My Ryzen 5 5600X3D is paired with a Cooler Master Hyper 212 Pro. During an OCCT CPU Normal/Steady test at 100% load, the processor reaches about 89–90°C at roughly 85W package power and 3.9 GHz. I have already reseated the cooler, reapplied thermal paste, tightened the spring screws evenly in a cross pattern, verified that the fan is connected to CPU_FAN, and confirmed that the fan is working. None of those changes affected the temperature. I can return the Hyper 212 and replace it with a Thermalright Peerless Assassin 120 SE or a similar dual-tower cooler for about $32. Is this temperature acceptable for a synthetic stress test, or would the larger cooler be a worthwhile upgrade for this CPU?

It depends on your normal workload. OCCT is much more demanding than gaming, so briefly reaching around 90°C there does not automatically mean something is wrong. If gaming temperatures are reasonable and the CPU is not throttling, keeping the current cooler is probably fine. If you want lower noise and more thermal headroom, the dual-tower upgrade is good value.
The Hyper 212 is an older, relatively modest cooler design. A Peerless Assassin, Phantom Spirit, or similar dual-tower model would provide noticeably more cooling capacity and should bring temperatures down, especially since those coolers are inexpensive.
A stronger cooler would be worthwhile if the machine regularly gets hot or starts throttling. Similar X3D processors can run quite warm with a Hyper 212, and a larger cooler gives you more room for high ambient temperatures. You could also try a negative curve optimizer offset or Eco Mode if you want to reduce heat without replacing the cooler.
That makes sense. I may try a small undervolt, but the dual-tower cooler is inexpensive enough that returning the Hyper 212 seems reasonable.

The system is mainly for gaming, but I wanted to make sure the stress-test temperature was not a sign that the cooler was mounted incorrectly.
