After switching from WSL2 to the VMM beta on Windows 11 Pro, the application gets stuck on "Starting the Docker Engine" and never finishes loading. The same behavior occurred on two different devices, even after restarting several times. Has anyone else experienced this, and is there a reliable workaround?

This sounds like a beta startup bug worth reporting with diagnostic information so the development team can investigate. If you can reproduce it, collect the app’s diagnostic ID and include the steps and Windows version when filing a report.
I ran into similar instability and couldn’t access the Builder section either. For now, reverting to WSL2 was the only practical workaround, so I’d recommend switching back until the VMM beta is more stable.
I’ll try reproducing it on one of my PCs later this week and gather the diagnostic details.
