My iPhone's Battery Health currently shows 72%. Does that mean charging the phone to 100% only fills it to 72% of its original capacity, or would charging it to 72% mean I'm getting 72% of that reduced capacity?

A 72% battery-health reading means the battery can hold about 72% of the charge it could store when it was new. Charging the phone to 100% gives you the full currently available capacity, which is roughly 72% of the original design capacity.
If the original battery capacity were 10,000 mAh, 72% health would mean it holds around 7,200 mAh now. Charging to 72% would provide about 51.8% of the original capacity, while charging to 100% provides the entire remaining 72%.
At 72%, the battery is significantly worn and may not last as long during the day. If the shorter runtime is inconvenient, replacing the battery should restore its available capacity close to what it was when the phone was new.
