Best AM4 CPU and GPU upgrade for 1440p gaming with a 650W PSU?

My brother currently has a Ryzen 5 5600, GeForce RTX 3060 12GB, 32GB of RAM, and a 650W power supply. He mainly plays games and wants to upgrade both the CPU and GPU while staying on the AM4 platform. I can buy a brand-new Ryzen 7 5800X3D for 320 CHF—does that seem like a good price, or is there a better-value AM4 option? He would also like to move to 1440p gaming without replacing the 650W PSU. Which GPU would pair well with the upgraded CPU? Finally, would the stock cooler be sufficient for the 5800X3D, or should he buy a separate air cooler?

For a more budget-conscious upgrade, look at a 5500X3D or 5600X3D where available, although availability and pricing can make them poor deals. A Radeon RX 9060 XT 16GB or a similar midrange card would work well for 1440p, while an RX 9070 or 9070 XT is better for higher settings and longer-term use. NVIDIA alternatives in the same general range can also work, but compare their price and performance rather than assuming the brand is automatically better.

The 5800X3D does not include a suitable stock cooler, and a basic stock cooler would not be a good choice for it anyway. A decent tower air cooler with a 120mm fan should be enough; there is no need for custom water cooling. Also check the exact PSU model before choosing the GPU, since a modern, quality 650W unit is much more important than the wattage printed on the label.

The 5700X3D is only slightly slower, so it is worth considering only if it is noticeably cheaper. For 1440p, an RX 9070-class card would be a strong match and should generally be suitable for a good-quality 650W PSU, provided the power supply is a reputable model and has the required connectors.
