I recently upgraded from a Pentium G5400 to a used Intel Core i5-9400 on an MSI H310M Pro-VD motherboard. I'm using the included Intel stock cooler with Arctic MX-4 thermal paste. During a 60-second CPU stress test using four threads, the system stayed stable but reached 95°C. In games, the fan becomes extremely loud during demanding scenes and temperatures usually rise to around 75–80°C. Idle temperatures are roughly 40–50°C. One of the cooler's push pins may not be fully seated, so I'm wondering whether the cooler is mounted incorrectly, whether the stock cooler is simply underpowered for this processor, or whether I should remove it and inspect the thermal paste and contact. Could a used or degraded CPU itself cause temperatures this high, or are these readings more likely explained by the cooler and its mounting?

The stock cooler is basically the minimum cooling solution for this chip. If the CPU regularly reaches the mid-80s or higher during ordinary workloads, upgrading the cooler would be worthwhile. Before buying one, make sure all four push pins are fully locked and that the cooler cannot twist or rock. A correct mount with an even layer of paste can make a noticeable difference.
A CPU that runs hot under a heavy load is not necessarily faulty or degraded. A defective processor would be more likely to show crashes, calculation errors, or other instability than simply higher temperatures. Check the cooler’s seating and airflow first, then consider an inexpensive aftermarket tower cooler if you want lower temperatures and less fan noise.
Those temperatures are broadly expected with the Intel stock cooler. It’s a basic cooler that’s generally adequate, but it has very little thermal headroom and can get loud quickly. A brief stress-test peak around 95°C isn’t automatically dangerous, especially since the system remained stable. If normal gaming stays around 75–80°C, the CPU is operating within a reasonable range, though a better tower cooler would reduce both temperatures and fan noise.

That’s reassuring. Since the processor was purchased used, I mainly wanted to know whether the high peak could indicate a damaged or degraded CPU. It sounds more likely that the stock cooler is simply reaching its limits.
