I'm looking for a self-hosted or fully local PDF solution that can compress, convert, merge, and split documents without sending any data to an external service. The tools would be used by many people, and some of the PDFs contain sensitive information, so keeping everything on-premises is important. Has anyone used BentoPDF, pdfree.io, or similar solutions and can recommend one based on features, ease of deployment, and licensing?

OmniTools is also worth looking at alongside BentoPDF and Sterling PDF. These can be deployed locally, including through container or lightweight virtual machine setups, which makes them convenient for an internal service. Check the exact conversion and authentication features before rolling one out broadly.
BentoPDF is a strong option for this. It can be hosted locally and covers the usual PDF tasks, including merging, splitting, compression, and conversion. It’s probably worth testing first if you want a browser-based tool for multiple users.
If you prefer a desktop application rather than a shared web service, PDF-XChange Editor’s PDF Tools can handle these operations locally and is generally reasonably priced. Nitro PDF, Foxit, Bluebeam, and Tungsten Power PDF are other commercial options, though licensing and deployment costs may be higher.
Sterling PDF is another self-hosted choice. It provides a web interface for common PDF operations and can be connected to a local document workflow, such as saving output to a directory monitored by Paperless-ngx.

I’ll second BentoPDF. It’s a good fit when you want a simple web interface without uploading documents to a third party.
