I'm trying to mod my new 3DS XL and have run into a problem: my SD card isn't recognized at all. I've already done quite a bit of troubleshooting—I checked Disk Management and it doesn't show up, updated the drivers in Device Manager, disabled and re-enabled my card reader, and even factory reset my PC. I've tested the card on another computer and with a different card reader, but nothing works. The SD card is formatted in FAT32. Is there anything else I can try to get it working? Feel free to ask if you need more information!

If the card really is dead, you wouldn't be able to boot your 3DS at all. It might be worth trying to reformat the card using another device, just in case it's a file system issue. Keep in mind that formatting will erase all data, so make sure you're for sure about that step.
It sounds like your SD card might be toast. Have you tried testing it with a different device to see if it gets recognized anywhere else? Sometimes, if a card is failing, it can still be detected by certain devices but not others. Also, double-check the card slot for any dust or debris that might be causing the issue.
