How Can I Use My Visual Studio Azure Credits for AI Model Access?

I have a Visual Studio Enterprise subscription that includes $150 in Azure credits, and I'd like to use them while learning about AI and agentic coding. My plan was to use Microsoft Foundry with an OpenAI model, then connect it to Visual Studio Code Copilot through a bring-your-own-key setup. However, the model's tokens-per-minute quota is currently 0. I've tried requesting an increase in several regions, including East US, Canada, Brazil, and the UK, but every request is denied immediately. Is this happening because I'm using subscription credits instead of a regular paid Azure account? If so, what's the best way to access an eligible model using my Azure credits?

You may have better luck with an older or less-demanded model instead of the newest option. One user reported that model 5.4 worked successfully with Visual Studio, while the newer 6.1 model was blocked by the quota limit.

That makes sense. I was hoping the $150 credit would cover a good amount of usage, but I’ll try an older model if it’s more readily available.

This appears to be a capacity and quota issue rather than something specific to your credits. Even some enterprise customers are having quota requests rejected, so Azure may not have enough available capacity for that particular frontier model. Trying several regions does not guarantee approval when the model is heavily restricted.

Azure can prioritize capacity for larger enterprise workloads, and not every model is covered or available through subscription credits. If the model you want remains unavailable, check other eligible models such as DeepSeek. Also verify the pricing details first—Claude models may not be covered by the credits and could be billed directly.

Double-check that the Visual Studio benefit is still active on your subscription. Some partnership and similar programs lost access to these credits, while certain Visual Studio subscriptions still display the $150 allowance.
