Best Budget PC Build for My Retired Dad

I'm looking for a budget-friendly PC build for my retired dad. It needs to run Windows 11 smoothly and have built-in Wi-Fi on the motherboard. He primarily uses it for email, spreadsheets, and occasionally streaming Netflix.

I have some spare parts from an old setup that I would like to reuse if possible:
- AMD 2600X CPU
- Power Supply Unit (around 500W or more)
- GTX 760 GPU
- Two SSDs
- A computer case

Also, if the 2600X fails in the future, would I be able to upgrade to a 3600 or 5600 on the same motherboard? I'd really appreciate any suggestions!

Have you thought about your budget? There are quite a few mini PCs on Amazon that could meet your needs!

Sorry for not mentioning it! My budget is as low as possible, ideally under $400 for the CPU, motherboard, and RAM. I know RAM prices are crazy right now, but I'm looking for something that gets the job done.
