Your build looks pretty solid overall! Just make sure to keep an eye on the motherboard compatibility with your components.
You might want to reconsider the Samsung 990 SSDs because they could overheat. For a budget build, swapping it for a larger capacity alternative could save you some issues. Also, 650 W is typically sufficient; you don't need the 850 W power supply you chose.
RAM prices are likely to stay crazy for a while. It might be worth keeping an eye on them, but you might just have to bite the bullet and buy now if you want to complete your build.
