No, once you’ve been charged, it will take from your Apple account balance first every time. You can't choose to pay with a credit card instead if your account balance has enough funds.
One workaround is to add funds to your Apple account from your credit card. I had an issue with my card glitching where it kept pulling from my balance. I had to speak with Apple support, and they suggested removing the card, then adding it back, but it looks like it just wants to use the balance instead.
