I've heard that Microsoft decoupled Teams from many of their plans, but I'm wondering if that's the case for the Office 365 G1 and G3 Government Community Cloud (GCC) plans. Can anyone confirm if Teams is still included with these plans?

Yes, Teams is still included in the G1 plan! Most features of Teams work just fine with it. I've got a bunch of G1 licenses, and so far, no issues with anyone using Teams as expected.

You can check out m365maps.com for more details, but I couldn't find anything specific about government plans on there myself. Might be a bit tricky to navigate!
